There could be quite few problems could cause this. Is the ABS/TRAC warning light on? My suggestion is to take the car to a Volvo specialty shop. They can perform a computer diagnostic on the Cruise Control System and tell you what the problem is. Zee

I would also check for a vacuum leak in the cruise control system, or a bad brake vacuum switch. Zee's advice is good though, find a Volvo shop and they will know just what to look for.
