cruise control does not engage or does so only intermittently? How do I repair this problem?

Have 1995 Villager with similar problem. (Also, have a 2000 Villager with same set-up.) Was the little, nickel sized, "button" on the brake pedal which turns off the cruise control when depressing brake pedal. Check the button. Also, there probably is a brake light switch near it. When button breaks apart or becomes missing cruise control becomes in operative as the systems believes it is off due to the switch. Fix is to replace button or use two nickles taped to brake pedal to cover mountig hole where button belongs. Hole is big enough to allow plunger to pass through.
I had same issue with the brake pedal / lights and we located that little plastic plug. That seems to be such a bad design given that the plastic would deteriorate and break over time. Have you discovered any other item that will work as a plug in that spot? the dealer wants $10 for a tiny piece of plastic that will eventually break.
