I have had a check engine light on for nearly a year. Lately the car is getting less power when I am on the highway climbing hills (seems to be less turbo in general). It seems to me that the RPM also is going up these times and there is a faint WUUUUU....sound that I did not notice before. There is no smoke, no rough idle, no misfiring, and the car starts right away. My son insists that more than one mechanic that has looked at is has said that the turbo was fine and that the throttle body was probably clogged (this was several months ago, however). I recently took it to a mechanic who said that the turbo needed to be replaced - which I can barely afford (almost $3000. I would be happier if a faulty throttle body could cause the same problem but there is no evidence for this that I can find in my internet research. What do you think?

check engine light on for a year, but only in the past 2 months has there been noticeable change in the ability to accelerate or climb hills

P0299 indicates turbocharger under-boost condition. I would not expect this concern to be related to any throttle body concern. I would not jump to the conclusion that the turbocharger is failing -- appropriate testing is required to find out what is going on. It can have to do with the charge air pressure system more than the turbocharger itself. Have some diagnostic testing performed by a Volkswagen certified technician near you.
