The pump itself? When you feel it up with gas I notice when the tank gets full? It drips underneath near the filler hose. Could that be it?

The filler necks do rust over time and that could be the issue. Also check the breather hose and fill hose for cracks and wear. The fuel system is trying pressurize and is detecting a leak somewhere preventing proper pressure. A rust hole in the filler neck will do this.

Could be dry o-ring on the filler cap.
