Cleaned cables,battery checked , turn Key on/off 40 times, before starting

TEST VOLTAGE at starter solenoid while key is in 'crank' position , should be battery voltage (same as main lead on starter-the larger wire) , if correct voltage signal , suspect failed starter. Also can do a 'voltage drop' test on main starter cable.
