check engine light is on, with other light and car won't start

You'll need to start with pulling any diagnostic trouble codes.

Until the engine is running... Those lights are supposed to be on when key is on! .. IF you mean it will not crank... Try a jump start... If you mean it will not start ... Check for proper ignition spark and fuel delivery... If this makes no sense to you, seek hands-on help from car savvy person.
