I was told by a Muffler s Shop that the catalytic converter that is on my 1999 VW Jetta is against the law, it is being investigated. But I need to know if it affects the car's performance. thank You

What makes the converter against the law? The only thing I am aware of is that most aftermarket converters became illegal for sale in California as of January 2009. Because I do not know whawt makes yours allegedly illegal, it would be hard to tell how it would affect performance. Are you having problems now?
I was told that it was suppose to have numbers on it, and that it is the wrong one due to the 2009 law. my car is jerking while in drive and changing speed.. plus the reverse gear is hesitating. This is a used car I just bought May/19/2010 Thank You
Sounds more like a transmission issue than a converter issue... It may be true that the converter is not legal for current sale, but it could have been installed on the car prior to the 2009 law.

About a month ago I took that car to AAMCO because of the same problem but it was not doing it so much, I was told that it was the catalyst convert and 02 sensors and not the transmission because the engine light was not on. I then took it to the muffler shop and got a P0422 code. Is it possible to have transmission problems without the engine light on. Is there a legit shop that you can refer me to.

It is a catalyst efficiency code. If this code is coming on, you do possibly have an issue with the converter and/or oxygen sensors...regardless of the numbers on it or lack of. I would still say your symptoms sound like transmission issues. You could be having both problems, I hate to say. Good luck!
