What is your question?

When the air conditioner is on Max AC - It runs through the vents blowing cold air until you start driving. while pressing the accelerator you can hear the fan but nothing comes out, however when you either stop at a light or anywhere then the air will come out - Is this weird or what? What would be causing this?

Sounds like a vacuum issue - check all vacuum lines and connections under the dash and under the hood.
