My 2001 sebring lxi has the same motor and trans. And I have the same problem. That tube is very hard to get to. There is an insulator that seals the opening in the lower fire wall where the drain comes thru. If that seal is gone water will blow back into the cab. I don't know about your car but i could only contort myself enough to lay one finger on the tube from underneath. I think a lot of components will have to be removed from the dash to get to the bottom and make the proper repair. In the meantime it would be a good idea to remove the carpet before it gets rank if your going to be driving with the a/c on. You should take it to a good a/c shop.
had the same problem with 2003 eclipse. local service writer and parts man each said there is not any kind of downspout cover and offered to fix it for $650. i removed the battery tray to get to the drain tube. it is a stubby pipe thru the firewall about the middle of the car. i put a 1" long piece of 5/8 i.d. hose to keep the water from draining back into the car. i have not had any problems.
