Hello, the air conditioning system compressor may not turn on for a number of reasons. First, the system could be low or empty of refrigerant. This can be due to a system leak somewhere that needs to be found and resolved. This could also be due to extreme system pressure at some point that vented the refrigerant out of the system. Second, the compressor itself internally could be faulty, or the components outside of it such as the electrical coil and clutch could be faulty. Third, you could have an issue with the electrical controls of the system under the hood, including the wiring and cycling switch. Last, you could have an issue inside the vehicle with the controls that turn on the system. Testing hands on is needed to find out what is going on.
