On My Hyundai Accent 2000 the brake paddle shakes some times when you press it and ABS pump make noise like charging, this is associated with a very weak deceleration.

Likely Causes Wheel Speed Sensor - A faulty wheel speed sensor can cause the ABS to falsely activate. Tires - A mismatched tire can cause the ABS to falsely activate. Tone Wheel - A damaged tone wheel can cause the ABS to falsely activate. Antilock Brake System (ABS) Control Module - A faulty ABS control module can cause the ABS to falsely activate. Overlooked Causes Wheel Bearing - A loose wheel bearing can cause the ABS to falsely activate. Wiring - An open or short in the wiring can cause the ABS to falsely activate.
If this is happening when is raining or when the terrain your driving in is wet this is normal the ABS will make your brake pedal shake and the pump will run if this is happening under normal driving conditions meaning the car is not slipping you should get the ABS system diagnose
