I had a brand new engine put in with all new plugs and wires car ran as good as when I first got it. Went to the nj state inspection first time it failed cause I had not driven it long enuf for the computer to give a full read. Drove back and forth to work for a little less then a week all the lights went off and stayed off for 3 days car ran and stated with no issues. The 2nd time I went to get the inspection the inspector did the procedure different then any other time I've ever gotten it done.
He turned the car off pluged in the computer and tried to do the full reading with the car off. When I seen him about to do that I told him the car should be running for the computer to read the car. He did it his way despite what I said . It didn't work and when he went to start the car and do it the right way my car wouldn't start. He turned the key all the dash lights turn on but no crank no start.
Could the nj inspection computer calse the cars stock security system to not recognize the key and not initiate the starter?

There is no click or dimming of lights to indicate power is being sent to the starter
