2012 Nissan Armada will not start with the key or the key fob.

Lights come on, door locks work, etc, but the steering wheel acts like it is locked. The fobs will not unlock the vehicle at all and the hatch won't open nor will the panic button work. If I get in, the steering wheel acts like it is locked and will not turn no matter how much we wiggle it around. Have tried popping the shift lock and rolling it back, but it still won't work. The doors will unlock if I use the key and the hatch will open if I use the button inside the vehicle. Batteries have been changed in the fobs and the battery to the vehicle is in good working order.
