The ECM on our 2008 Ford Focus SE has quit after 60,000 miles. I'm wondering what a new unit should cost + labor. The quote from our local service guy seems high at $1,127.

ECM quit? Hmmm, I am sceptical. I have been told that around 3% of all PCM's replaced (the proper name for a Ford powertrain control module) actually repairs the fault. Computers are not cheap and require special scan tools to calibrate them. The price sounds about right, but surely ask the shop the "what if" question: What if this does not repair the fault? Some modules are considered emmission components and have a longer warranty. May be worth calling your local Ford dealership with your vin# to check coverage.
