2001 chevy silverado- brake issues

(1999 Chevrolet 1500 Pickup)
When coming to slow speed brake pedal feels like anti-lock kicking in, Have to push pedal harder to "hopefully" stops. Not sure of issue. Maybe master cylinder? Some sort of sensor? Brake oil full and no "brake light" on. Suggestions?
What seems to make the problem better or worse? tried revving engine in neutral and then brake but still same results
How long have you had this problem? few weeks

“No brake light on” - IF ABS is activated - light should be on at the time - “Have to push pedal harder”

Have *vacuum brake booster* operation evaluated by qualified personnel.. Test drive by knowledgeable mechanic should be adequate to determine where / what the failure is.

These have a common issue with bad front wheels speed sensors. You end up replacing the entire front hub since the sensor is built in. Very cheap and easy to do your self but if you need a shop then use this link to find a good one near you.https://repairpal.com/repair-shops
