2000 jeep grand cherokee still runs hot

What is your question?

i installed new radiator,fan relay,thermostat,radiator cap,fan relay kicks in at 210 degrees on time everytime to run fan,removed thermostat,upper hose gets hot but lower hose is cool .Codes read po118 temp circuit,anp1491fan relay circuit,what is going on?200,000 miles on jeep so new parts so far are not wasted.
