1998 olds cutlass a/c heat panel is dead, and the cruise and windows wont work?

i tried replacing fuses, relays, someone else has experianced this, i was wondering what resolved this issue.

you have a power supply issue. whether it is a fuse or a possible fusible link, you need a electrical shop to test them to find the failure and why. I believe it is an fusible link. Roy
