1997 Honda Accord speedometer does not work.

1997 Honda Accord, 4 cyclinder, when the car is started, the speedometer goes to 20mph without the car even moving. Nothing changes even when car is moving. I have replaced the VSS sensor and still the same issue. I have tested the Transmission speed sensor and that works fine. Also the cruise control does not work and there is NO Check Engine. light. Other than the 2 sensors I have checked are there others ? Any suggestions?? Thanks,
