1993 Isuzu pick up 2.3 L. When driving about 80 on the interstate with my AC on full blast I lose RPMs unless I turn my AC off. What can be causing this

93 Isuzu pickup 2.3 L. While driving on the interstate and turning my AC on, my truck start slowing down and surging. I have new belts, need help diagnosing what’s wrong.

The air conditioning system may be putting an extreme drag on the engine performance due to a possible compressor issue. The only thing that changes for the engine with the AC on versus off is the compressor being engaged or not. This is where I'd focus my testing attention.
So I drove to work today with the AC off and it’s still surging once I hit about 70 to 75 mph. I’m going to replace the fuel filter and clean the carburetor and see if that makes any difference, not sure what else to do? Any other ideas?
