The appearance looks like water damage. I pulled carfax and no accidents, however carfax does report the vehicle mileage of 23k was the same for 4 years from 2007 to 2011. When the vehicle is on the discoloration appears red, when engine is off just looks darken. Visibility of the 2 gauges are obscured
