What would cause the headlights to go out and the car to die?

My daughter was driving the car and the headlights went out and then the car died. The headlights will not turn on, the car will not turn over and the windshield wipers will not turn on. I can get the headlights to turn on with the bright light switch. The battery is new and it will not even turn over when I tried to jump it. The dash lights work, parking lights work and the radio works.

I am JUST having this same problem with my '92. The headlights that is.. it hasn't affected starting...YET. so far, I've read thats its most likely the ignition switch.
