When the engine is running it sounds like a muffled rumble (on the inside)with a slight vibration. Under the vehicle there is a line of oil directly under the harmonic balancer. Now is it my hb or my oil pan gasket or something different all together?

As far as the rumble is concerned check your exhaust hangers and exhaust route, check that the engine mounts have not sagged. Wash down the engine with degreaser and recheck for leaks. I have replaced the crankshaft pulley oil seal (they are quite small in diameter) and the oil pan gasket to cure oil leaks on these engines. The metal line you see under the crankshaft pulley /vibration damper I think is a power steering line (possibly a transmission cooler line).
