Van won't start, lights come on but nothing, no crank, lights come on.

Why did you replace the starter, was it a no crank situation? Check your connections at the starter, battery. If the connection are good then you will have to trouble shoot electrical, may be in your ignition switch, stater relay or solenoid, wiring, fuse.
