Turn signal relay
What is your question?
No lights come on when I turn on turn or hazard signals wondering if it's the fuse relay or all four of the bulbs are burned out for the turn signals. I bought a new fuse relay that one says 12.8 volts My old one says 12 volts wondering if the different voltage would affect it the fuse relay from not working stop

You do have a flasher involved, but you also have a body control module (BCM) involved. Hands on testing is needed to figure out what's going on.
