Car makes a whining noise. Was told Fuel pump is going out. Is that true?

Well it could be the pump but without hearing it's impossible to know. Suggest you have someone knowledgeable check it out.
Totally agree with ProChevy. Plugging in a scan tool to see fuel trim figures, physically checking fuel pressure and delivery, and checking fuel pump amperage draw and or oscilloscope pattern are the preferred tests on a fuel pump to decide on its serviceability.
My 99 Monte was doing the same thing. Start by changing the fuel filter. I changed mine and the whining went away. I also put a good fuel injector cleaner in on a full tank. Good luck
