speedometer of my truck indicates a higher rate of speed than actual. Example: may be going 35 mph, gauge reads 100 mph. what could it be? also needle of speedometer gauge does not stay steady,always moving.

This is a known issue with these Chevy Instrument panels. There are little motors that operate the gauges and there is an issue with these motors. I believe GM has extended the warranty on these so check with your Chevy dealer to see if you're still covered.

These 03-06 Silverados are bad about this kind of problem, it's usually caused by failing stepper motors inside the instrument cluster. Each gauge has a motor that controls it's needle movement and when the motor goes out the gauge will either stick, jump around or die all together. Another common problem is when all the gauges just stop working all at once like yours (but the back lights inside the instrument cluster still work). This problem is also a problem with the instrument cluster that requires it to be taken out, opened up and repaired.
