Driving on the freeway yesterday my speedometer started slowing so my cruise control was trying to keep it at the set speed which turned out to be 20 miles faster than limit.

You will need to find out why your speedometer began slowing down. Your truck may have a speedometer driven by a cable or it could be electronic. Your Suburban was produced during the time when GM was changing over to electronic speedometers. I would suspect your speedo is cable driven and the fault could be with the output gear in the transmission, the cable, or the speedo itself. I think your best bet would be to have a qualified technician check your speedometer operation and determine the fault.
