When the keyfob is pressed it blinks the taillights,beeps and the latch unlocks but does not rise. After raising manually, when keyfob is pressed for retract it makes no sound and does absolutely nothing. The hand switch over the license plate is even very sketchy but works most of the time.

The rear tailgate trim will have to be removed and the rear lock and latching mechanism examined to see what is at fault. You would need a wiring diagram to see what is receiving power and ground and a schematic of the lock/latch assembly to see what is wrong.
Hey Guys, I tried several fixes. I took off the trim and greased everything, I took the onlock mechanism out and cleaned, greased it like the post says. I think this was helpful because it worked again. But then it stopped working. I could feel that the door seemed to just need a little 'start' and it would go right up. I ended up trying to put a piece of rubber in front of the two rubber 'bumpers' on the right and left side. It worked! So, I took the two rubber bumpers off and put two small washers behind the rubber bumpers. Essentially, the rubber bumpers looked a bit worn, so the washers just pushed the bumpers out a few millimeters. This seems like enough distance to give the liftgate some spring or a nudge to get started. It works every time now. I'm guessing that the door needs just a bit of 'spring' to help it get started. Of course I'm not sure if this will work for everyone, but it worked for me.
OK, good news! I removed the trim on the gate. Removed the 3 screws holding the latch in place, disconnected the wiring harness from the motor, disconnected the manual lock/unlock rod from the latch to the key tumbler (prior to this the key would not unlock or lock the door). I sprayed a bunch of wd-40in the latch and worked it manually hundreds of times until it was operating very smoothly. Placed it back into hatch, hooded up wiring harness and manual lock rod to the key tumbler. BOOM. Everything works perfectly! Either the latch just needed some TLC or the keylock rod just had the latch in such a bind that it would not operate correctly. Zero dollars and about 30 minutes in time. anyone having trouble that sounds similar to mine. try this first. Thanks for the advice Patrick!
