Should a 2013 Prius C with about 39K miles need a hybrid inverter flush and hybrid fan service?

What is your question?

Went for 40K maintenance for my Prius C to a Toyota dealer where it was bought. Was told it needed : a hybrid inverter flush ( cost $248) And Hybrid fan service (cost $330) Does this sound legit for a car 5 yrs old with about 39k miles?
