All lights on instrument panel on.Tried to start, clicking noise only wont start

Clicking noise when I try to start. All instrument panel lights on, battery light, ABS light, Traction light, VSC OFF, VSC TRAC, Brake Light on. These are all lit now but truck wont start. Few days ago a "Whirring" noise is present when driving and at a stop. Thank you!
