My question is does both fan has to work to cool down the engine or just the left(driver) side has to work?and when the AC is on the right(passenger) side works?

yes both should work. the primary works more often and if a/c is turned on the secondary comes "online" to accommodate the extra load of the A?C. if the car was to run over normal temperature the car can turn on both to bring the temp down.
