I'm totally stumped, I've spent numerous nights trying to figure out why my 2006 Scion tC auto tranny has for several months the cooling fans they are running from cold start on high speed both fans. I've removed the relays for the fans fan when removed that fan turned off. My mechanic narrowed it down he said the A/C is on but it doesn't ever cycle, the AC condenser fan also runs full time at full speed. The car runs amazing, it runs cool at about 30 - 40% on the temp gauge. It's never gone above that. I've read that high and low pressure switch could maybe have something to do with it. Let me provide what's been replaced on car Alternator reman, tensioner, climate control unit (made sure it was from 2005-2007 model) something different on after years. I can't remember for sure but I want to think that maybe the climate control bezel is when this stared happening. I also replaced battery ground cable, car starts great, gets normal mileage maybe slightly worse because ac always on.
What makes this problem better or worse?
Car has a hard time heating up, when knob is turned to cold it's like ac cold air even though button is off. Never cycles.
How long has your 2006 Scion tC had this problem?

I currently have the exact same problem as you’re showing with both fans being on all the time I’ve checked all the relays all the fuses to compressor has been replaced and so has the high-pressure switch. The compressor will run if I jump it out, but it’s currently not being told to run. What did you figure out with?!?!?
