What is your question?
Always cranks fine (new battery) but if no dashboard lights come on when ignition key is turned, it won't start. Sometimes while driving all the dash lights go off for a few seconds to a few minutes, but the car continues to run fine.
What makes this problem better or worse?
Used to be when it was damp outside (car is kept outside), but now occurs even in dry weather.
How long has your 2006 Saab 9-5 had this problem?
1 year. Used to happen rarely. Now more frequently so that I cannot depend on the car getting me home.

Hello, it sounds like some kind of electrical concern perhaps related to a circuit fuse box or even the electrical ignition switch in the steering column. For the fuse box, check for signs of any moisture intrusion, since you suggest about concerns starting in damp weather. This is a good start to testing, but it's hard to say what you'll come up with until you get started.
