Can the recall update clear the engine monitor sensors so that it will not pass smog check?

What is your question?

Went to dealer to do a U 53 recall and a smog check, when I went to pick it up I was told the engine monitors were not ready and they could not do a smog check until highly specific parameters are met. I suspect when updating the roll over module and resetting it they deleted the engine monitors so that smog check could not be done. Is this a possibility or probability?
