Steering does not want to return to neutral position after turning

What is your question?

After turning left or right the steering wheel does not return to neutral position without helping it. This problem occurred for the first time about a year ago and I flushed the power steering fluid and it seemed to fix it about a month ago it started doing it again. I again flushed the system but it did not help. Any ideas?
