Recalls follow the vehicle - so yes, even as the new owner, you are eligible to have recalls handled. Keep in mind that recalls are typically "safety" or "emissions" or "compliance" based, and have legal ramifications behind them, requiring the manufactures to fix the concerns. "Owner notification programs" or "extended warranty coverages" may not be applicable to you or any vehicle concern you may have. It's always best to check with your local dealership, provide the VIN (vehicle identification number) and find out what open recalls you may have.
