Why wont my pontiac grand prix 2000 gt 3.8 motor start

I replaced the starter in it and it still wont start like it wont turn over at all..... When I take the key out the car still dings like that lights are on but they are off and the car is in park. Its acting like the security is going off but the tail lights are on and there is a clicking behind the glove box. I have reset the security several times amd it did not help anything
