Wont rev past 4000rpms cuts out

Hello, not sure what an EGR valve could have to do with engine speed. When does the problem occur? While driving? At idle, 4,000 RPM's might have a rev limiter preventing it from being exceeded when stopped. Hands on testing is needed, regardless.
