Vehicle will lose power and RPM drop off when trying to accelerate. Will keep a steady RPM if keep the gas pedal 1/4 of the way down, once you go beyond that is losses power and the engine seems to surge up and down.

This could be a number of things, but some of the most common reasons for this kind of problem are as follows: The most likely reason, in my opinion, is that you need to replace you spark plugs and wires. You should also have your ignition system checked such as the rotors, coil, etc... Another common reason for this problem is you have a vacuum leak. If, when you're listening to the radio, the speakers make a sound along with the RPM's, it is your spark plug wires.
Most of the time this is a fuel pump on the suburban. I would check that first. If you have not changed the filter then you probably have a pump problem.
Whats happening is the fuel pump is starving for fuel. Fill your tank all of the way and step on it. I had the same problem with my 03 and it ended up being the fuel pump sleeve screen inside the tank,
