Slight air through a/c vents when fan on full, regardless of mode settings.

What is your question?

Supposedly there is a bracket in the way to the actuator box causing the dash to have to be removed for repair. Can the defect be fixed without removing the dash?

What makes this problem better or worse?

The problem is the same all the time... Hardly any air blowing through the vents.
