Why do wipers run slow
What is your question?
No matter where the wiper switch is set at they still run slow, I replaced the switch and that didn’ t Help any
What makes this problem better or worse?
Nothing. It stays the same
How long has your 1998 Plymouth Neon had this problem?

There is a shop manual procedure to check for this concern that involves circuit testing for amperage and isolating the wiper motor from the wiper arms and cowl.
