Is there a secret to tightening the belts. I have tightened them twice, and one still squeals when the engine is cold.

no secret, probably your radiator fan clutch needs replacing. it is a two stage fan. when cool, the fan should spin freely without the engine using it to draw air and when engine and area becomes hot, the bimetal clutch engages and spins.
tighten your belts till you can easily flex them 90degrees back and forth and if they still squell put a little bit of brake fluid on the inside and outside oarts of your belts and pulleys, that should take the noise away
