I'd change the A/C blower fuse and when I turn the A/C on high and it blows a fuse, even if I turn the A/C on low.
What makes this problem better or worse?
Turning it on at all makes it blow a fuse

Blown fuses in any circuit occur due to a system overload or a shorted wiring or compromised component. The motor itself, wiring, controls, relays and power transistor all need to be checked - following the circuit that is blowing the fuse. Only hands on testing can be helpful.
