Why does my car "bog down?"

What is your question?

When driving for a while, the car loses power and starts "hopping" I cant get the rpms up past 3 and it just has no power? We gave it a tune up and replaced the distributor cap, wires, plugs etc....thought it fixed the problem, but on the way to get emissions, it started doing it again! Does anyone know what could be the problem?
