I tried everything to get them off and had to take the hot post off the battery and leave it off to get the brake lights off do you know what this could be??

It's your brake light switch, piece/part that touches switch probably broke, press brake with hand while you're underneath dashboard and put a clip that hole where your switch should be touching, I used a door clip(panel) in the hole where the switch is supposed to be touching
