Control panel lights keep coming on and off.Gas gage works intermittently.Cause?

Hello, Ordinarily I would ask what the smell is, but I'm assuming the smell is electrical. Your fuse is not bad, since you have power at times, but those items are on the same fuse, along with some other components. You likely have an issue inside the fuse box (SJB), and that can surely end up in flames. Have the fuse box (SJB) inspected, as well as the rest of that circuit, before this thing gets out of hand.
