windshield is leaking, if you don,t have sweet smell, if you do heater core leaking, or weather stripping or bent door, although masters answer is most likely, 1999 ford products had a lot of problems, with leaking windshields taking out the(gem), generic electronic control module

I vote for Roy's idea. 11 years is a long time to not notice a windshield leak. I have seen tons of GEM's taken out by leaky windshields, but that was a factory issue with sealing. A plugged evaporator drain will totally moisten the floor.
