Hi, my name is Devin. I am an auto repair expert with the Car Genius team here at RepairPal. So sorry to hear you're having trouble with your vehicle. It sounds like your Grand Marquis might have a leaking intake manifold gasket or even a crack in the manifold itself, especially since you're seeing water and steam. The cooling system can't operate as designed if there are leaks so it's important to address this as soon as possible. Finding a reputable shop in your area to perform a cooling system pressure test would be a great place to start.
