horn/cruise control does not work how can i get it resolved?

It is possible that the clockspring, which is a ribbon with wire impregnated in it wrapped in a coil, behind the steering wheel has broken. It is not an uncommon failure, as they will eventually wear, and break, from the constant turning of the steering wheel.
Is it easy to get to the clockspring? and how to I get to it?
