If both the cruise control and horn aren’t working, and your fuses are good, the most likely culprit is the clockspring inside the steering column. The clockspring is a coil of wiring that maintains the electrical connection to the steering wheel buttons and horn as it turns. When it fails, it can interrupt power to both systems.
